Scoped-content shellware

Scoped-content shellware, internally named sc, resolves content references used by connected tools and guides.

read accepts a scoped-content link or a token link.

When a token has a document attached, the result includes that document's text and its canonical content link. A token without a document still returns its name and identity, so AI can explain the missing attachment rather than guessing.

This shellware requires an attached scoped-content provider.
